Senate District 38:

Composed of portions of Orange County and San Diego County. (See map and extended description below)

Deferred Areas of District 38:

The Citizen’s Redistricting Commission’s new Senate districts drawn for reapportionment are called the 2011 Senate Certified Districts. A new district becomes active when a Member is elected and sworn in to the district.

Deferred Areas occur because the Senate is on a four-year election cycle, alternating elections for odd-numbered and even-numbered districts.

In the 2012 General Election, only Members in odd-numbered Senate districts were elected and when they were sworn in, the 2011 odd-numbered Senate districts became active.

The even numbered Senate districts from the 2011 plan will not become active until after the 2014 General Election, when members are elected and sworn into those districts.

Deferred Areas occur because districts from the 2001 and 2011 plans do not align, and there are some areas which will not have a district until after the General 2014 election. Senate Rules Committee has assigned to Senators these deferred areas for constituent services.

Some Deferred Areas of Orange County have been assigned to my district and I look forward to representing them for the next two years.
