Illegal Immigration

While illegal immigration is fundamentally a federal issue, border-states, such as California, bear a disproportionate burden of the costs associated with a dysfunctional federal policy. Arizona recently took matters into its own hands passing legislation making it a crime to violate federal immigration law. Arizona’s action represents the deep frustration felt of border-state residents by the federal government’s complete abdication of responsibility for addressing the immigration issue. Federal inaction has left border-states flailing in the wind with scores of undocumented workers and few resources to absorb the associated costs. Contrary to what some would have you believe, the problem has less to do with racism and everything to do with state finances and public safety.

California is financially hemorrhaging from the costs associated with the high rate of illegal immigration. Our health costs have soared, our prisons are clogged with violent offenders who are here illegally; and our limited school resources are stretched to accommodate scores of non-English speaking students. It is estimated that illegal immigrants cost the taxpayers of California roughly $10 billion dollars per year – half of the projected budget deficit for 2010-2011.

I have recently authored Senate Concurrent Resolution 108 and sent a letter to President Obama and congressional leaders on the urgent need for immediate federal action on immigration. (Text of Resolution, Letter to President Obama)

Faced with another devastating budget deficit, California must address this issue and work to reduce the state’s exposure to the financial effects of illegal immigration. I call on the federal government to enforce its own laws. Without a comprehensive and honest federal solution, more states will be forced to enact laws such as the changes made in Arizona. This will result in a patchwork immigration policy which benefits no one and only adds a layer of confusion to an already complex and emotional issue.

I have been engaged in this topic for many years – both as a member of the Assembly and now as a member of the Senate. I remain involved in the issue and support proposals that bring a common-sense approach to a dysfunctional and counter-productive system.
