Senate Republicans object to passage of empty budget bill
Senator Tom Harman opposed the passage of more than 40 pieces of empty legislation to the Assembly. These measures will later be later amended to include parts of the budget however when they passed off the Senate floor there was no language in any of the bills. Harman and his Republican colleagues objected to this process as it does not allow for public debate or transparency. Republicans believe the bills should go through budget committee, have a public vetting and be voted on by the Senate as complete pieces of legislation.

Senator Harman speaks out on the floor demanding transparency in the budget process
Senator Tom Harman joined with other GOP Senators in protest of Democrats simply passing “empty” budget bills onto the Assembly without debate or public input. Proposition 25, passed by the voters in 2010, allows for a simple majority vote to pass a budget. As a result, Republicans believe the Majority party should lay out its spending plan in policy committee for public and stakeholder input as opposed to their behind closed door partisan plan.
